Intra-Company Transfer (ICT)

The Intra-Company Transfer (ICT) Program in Canada allows multinational companies to temporarily transfer key employees to their Canadian branch, subsidiary, affiliate, or parent company. This program is a part of the International Mobility Program (IMP) and is exempt from the Labour Market Impact Assessment (LMIA).

Pathway to Permanent Residency

ICT employees can apply for permanent residency through the Express Entry system or Provincial Nominee Programs (PNPs).

Free Education for Children in Canada

Spouses of ICT permit holders can apply for an open work permit, and children can attend school.

Significant Reduction in Tuition Fees for Children

Up to 50% reduction in tuition fees. Estimated cost for two children for two years, including other expenses, is approximately $70,000.

ICT Work Permit

Initial Duration:
  • Executive and Senior Managers: Up to three years initially.
  • Specialized Knowledge Workers: Up to one year initially.
Extension:
  • Executives and Senior Managers can extend up to seven years.
  • Specialized Knowledge Workers can extend up to five years.

Eligibility

Employer Requirements
  • Must be a legitimate multinational company operating in Canada and the home country.
  • Must have a qualifying relationship (parent, branch, affiliate, or subsidiary) with the Canadian entity.
Employee Requirements
  • Must be employed with the foreign company for at least 1 year in the last 3 years.
  • Must hold a managerial, executive, or specialized knowledge position.
  • Must have skills and experience necessary for the role in Canada.
Types of Employees Eligible
  • Executives: Senior-level employees who direct the management of the company.
  • Senior Managers: Employees who manage the organization or a department/division.
  • Specialized Knowledge Workers: Employees with advanced expertise, proprietary knowledge, or specialized skills critical to the business.

Employer Documents

Proof of Business Relationship
  • Articles of Incorporation or Business Registration.
  • Shareholder Agreements.
  • Organizational Structure Chart.
  • Evidence of the qualifying relationship between the Canadian and foreign entities (e.g., parent, branch, subsidiary).
Business Plan and Financial Documents
  • Business Plan for the Canadian entity.
  • Financial Statements (Income Statement, Balance Sheet).
  • Proof of office space or lease agreement in Canada.

Employee Documents

Employment Verification
  • Current Employment Contract with the foreign company.
  • Employment Letter detailing job title, duties, and duration of employment.
  • Pay slips or payroll records (showing employment for at least 1 year within the last 3 years).
Job Description and Roles
  • Detailed job description for the position in Canada.
  • Organizational chart showing the employee’s position.
  • Educational certificates, diplomas, and degrees.
  • Letters of reference highlighting expertise and work experience.
  • Professional certifications or licenses.
