C11 Work permit

Designed for foreign entrepreneurs and self-employed individuals

C11
work permit

The C11 Work Permit, officially categorized under the Significant Benefit stream of the International Mobility Program (IMP), is a specialized, LMIA-exempt authorization. It is designed for foreign entrepreneurs and self-employed professionals who intend to establish, purchase, or manage a business in Canada that creates a measurable positive impact on the country.

As of 2026, the C11 remains one of the most viable “two-step” pathways to permanent residency (PR) following the closure of the Federal Start-Up Visa (SUV) to new applicants.

Why Choose the C11 Work Permit?

Unlike traditional work permits that tie you to a single employer, the C11 offers business owners the autonomy to lead their own ventures.

LMIA Exemption

Avoid the lengthy and rigid Labour Market Impact Assessment process.

Operational Control

You are the decision-maker, allowing you to grow your Canadian footprint from day one.

Family Inclusion

Your spouse may be eligible for an Open Work Permit, and your children can attend Canadian public schools for free.

Speed to Market

Focuses on business readiness, allowing for faster entry compared to most provincial entrepreneur streams.

Applicants who meet the criteria can potentially connect their C11 work permit to IRCC’s Entrepreneur PR Pilot programs, creating a clear pathway to permanent residency.

Who Should Apply

The C11 work permit is most suitable for founders and owner-operators who can demonstrate that their business will provide substantial benefits to Canada, including:

  • Job creation and employment opportunities for Canadians

  • Innovation and skills transfer in key sectors

  • Increased exports and economic growth in local or national markets

  • Meaningful contribution to regional economic activity

Updated 2026 Eligibility Requirements

IRCC has recently heightened the standards for “Business Owners with Temporary Residence Intent.” Applicants must now demonstrate:

51% Controlling Ownership

You must own at least 51% of the Canadian business to ensure you have a primary decision-making role.

Dual Funding Proof

You must show two separate pools of liquid funds:

  • Business Capital: Sufficient to execute your 3-year business plan.
  • Personal Support (LICO): Savings to support your family based on the Low Income Cut-Off for your destination city for at least 18 months.
Proof of Temporary Intent

While you can later apply for PR, you must initially prove you have the means and intent to leave Canada should your permit expire or your business fail.

Operational Readiness

Evidence that the business is active (e.g., a signed commercial lease, Canadian bank account, or a CRA business number).

Summary

The C11 Work Permit is built for doers and leaders. It is no longer enough to simply “plan” a business; IRCC now prioritizes entrepreneurs who are ready to execute. By combining a robust business vision with proven management expertise, you can secure your future in Canada’s thriving economy.
